Teignbridge Cycle Routes Update

Strategic Routes

1. Teign Estuary – timings dependent on landowner negotiations and acquisition. Design work on the
Kingsteignton to Bishopsteignton section continues on the basis of the preferred route approved by
Cabinet, primarily inland of the railway. Design work and landowner negotiation is continuing. See
DCC press release in August 2015 for more details.

DCC is continuing to consult with the community and other partners to investigate links between
Bishopsteignton, Teignmouth and Dawlish. Efforts are being focused on the most deliverable section
between Teignmouth and Dawlish (see section 22 below). Latest updates are available here –

The Teignmouth to Newton Abbot sections are much more challenging and expensive. Such rural
strategic cycle routes are less likely to attract government funding so additional funding sources
will need to be explored.

2. A382 road widening and parallel cycle path – 2020:
NO CHANGE. Initial scoping works underway with topographic surveys complete and ecological surveys
ongoing. DCC Cabinet agreed permission in September 2015 to submit the scheme for planning and to
acquire the necessary land. Funding is only sufficient to construct the section south of Forches
Cross including Jetty marsh Stage 2 and some cycle crossing improvements in the Jetty Marsh /
Exeter Road area. A further funding bid will be required for the remaining section north of that
point.

3. Wray Valley Trail – as below:
• Phase 1: Moretonhampstead to Steward Wood: COMPLETED.
• Phase 5a: Steward Wood to Wray Barton; started onsite and anticipated to complete in October
2016; to date, bridge has been installed and works ongoing.
• Phase 5b: Wray Barton to Lustleigh: ongoing design and landowner negotiations; funding sought via
LEP Growth Deal 3 bid
• Phase 6: Lustleigh to the end of recently completed cycle path: on-road with traffic calming
measures; to be designed.
• Phase 2: Wilford Bridge to next railway bridge (500m extension) COMPLETED.
• Phase 3: Parke to Wilford Bridge (South of Lustleigh): COMPLETED.

• Phase 4: Onsite Mill Marsh Park to Parke: COMPLETED.

4. Chudleigh to B3193 – n/a:
Following completion of B3193 road realignment and parallel cycle path a connection is needed to
Chudleigh. An engineer has reported on options which are currently being reviewed before
discussions with Town Councillors. It was not possible to link delivery of this route to the
planning proposals at Finlake Leisure Park.
There is currently no funding identified for this route. Unsuccessful enquiries were made to
Highways England regarding suitability for funding.
Officers met with Councillors Webb and Hellier Laing and agreed that progress at least in the short
to midterm would primarily be through local initiative as it is a lower priority than other
schemes.
5. Chudleigh to Haldon and Exeter – tbc
NO CHANGE. Preliminary design work completed but additional resources are needed for detailed
design, land purchase and construction.

6. Bradley Bends, Bovey Tracey – tbc:
NO CHANGE. A residential development permission included contributions towards the delivery of a
shared-use cycle path and cycle lane between the development site and the town centre. No further
cycle contributions were attributable to other infrastructure schemes.

7. Totnes to NA – n/a:
NO CHANGE. DCC is planning to signpost a quiet lane route via Staverton and Broadhempston. An
alternative, more direct route could be achieved via Littlehempston and Ipplepen if access to the
privately owned land and bridge at the South Devon Railway and Rare Breeds Farm can be secured.
Totnes on the Move are coordinating efforts to achieve this.

8. Ashburton to NA – n/a:
NO CHANGE. A quiet lane route has been proposed by Ken Robertson (Mid Devon Cycling Club) and
forwarded to DCC for consideration as a signed route.
Newton Abbot and Kingsteignton
A Growth Deal 3 expression of interest has been submitted to the Local Economic Partnership (LEP)
for a Houghton Barton package including a new east – west cycle route along Ashburton Road to the
existing section at Greenaway Road (with further improvements to the east as part of the A382
scheme noted above). Government decisions on the format of bidding process are still outstanding.
However new funds have been announced and will be considered.

9. NA Town Centre Improvements – n/a:
Town Centre improvements will be linked into the regeneration plans set out in the Local Plan.
Such as:
• Improved signage;
• Hunterswell Rd – River Lemon shared-use path;
• Marsh Rd cycle path improvements
• University Technical College – options to link the UTC into existing network.

10. NA East-West Cycle Route – 2018
Design work to support a LEP Growth Deal 3 funding bid is progressing for a shared-use path running
east-west along Ashburton Rd and through to Jetty Marsh Rd. This will connect growth areas at Mile
End with schools, employment and the wider cycle path network.

11. Bridge from NA rail station to Brunel Industrial Estate – n/a:
A funding bid was submitted for this scheme but unfortunately unsuccessful. Alternative funding
options will be explored. In the meantime a feasibility study and technical appraisal of the
preferred scheme have been completed. Network Rail has reviewed these documents and granted
‘approval in principle’ . The necessary documents are being prepared to submit a planning
application in the next 6 months. Funding will still be needed for construction. Further

12. Queen Street Renovation – n/a
NO CHANGE: DCC and TDC have developed initial proposals for making Queen Street more attractive to
pedestrians and cyclists. Town Centre regeneration plans have progressed sufficiently to reopen
discussions on detailed designs in 2016/17 with a view to securing funding for construction in the
future.
Ogwell and Kingskerswell
18. Ogwell to NA Town Centre – n/a:
NO CHANGE: S.106 funding confirmed with further LTP and CIL funding required. Engineers are
investigating route options to minimise landowner objections and impacts to historic, wildlife and
flood risk designations. Design work is informed by a site visit with Parish Council. Landowner
negotiations, including with the National Trust through their management plan, and design work are
ongoing.

19. SDLR junction to KK town centre via Aller Brook – n/a
Design work virtually complete for an offroad route. There are still land owner issues to be
resolved. Funding was provisionally allocated for 2016/17 but is now likely to be delayed due to
other scheme cost increases and land issues. Other options are being investigated.

20. NA to Torbay via KK including Newton Road and Torquay Road – 2016/17:

The SDLR opened in 2015 drastically reducing traffic volumes in Kingskerswell and including some
cycle improvements. A scheme design and £500k was approved at DCC cabinet in September 2015.
Construction is well progressed and due for completion in November 2016. Details of proposals and a
report summarising the results of public consultations are available at

Dawlish, Dawlish Warren and Teignmouth:
21. Dawlish and Dawlish Warren – 2016/17
Cycle, pedestrian and heritage improvements in Dawlish and Dawlish Warren funded through a
partnership project of DCC, TDC, DTC and Sustrans via £1.2m of CCF money. Work is ongoing on
community/business engagement coordinated by a Sustrans project officer. Heritage trail and public
art contracts are underway.
Hazelwood Drive section linking end of Exe Estuary Trail with Shutterton Brook trail completed.
Exeter Road section completed. Lanherne section commenced.
Lanherne steps to TIC in design.
A further funding bid to GWR CCIF was successful to part-fund the conversion of the Dawlish Warren
public toilets to a cycle hire business. The hire business is anticipated to open summer 2016.
A further funding bid was successful for electric bike rental in Exeter and Dawlish Warren to make
the best of the Exe Estuary Trail. Installation is anticipated summer 2016.

22. Teignmouth to Dawlish – n/a
Engineers are carrying out detailed investigations of route options between Teignmouth and Dawlish
as part of the Teign Estuary Trail, building on a feasibility study by Sustrans. A funding bid has
been submitted to Government for LEP Growth Deal 3 funding. No decision has been made and may
require further bid August 2016 for results Jan 2017 and construction 2017-18. A further funding
bid has been submitted to CCF for construction in 2017-18. We expect to hear the outcome of the
CCF bid in the Autumn 2016. A public consultation of routes was held on 15th July at the Community
Centre. See also Teign Estuary Trail above.
South West of Exeter:
23. NO CHANGE. DCC, TDC and ECC officers worked with applicants to develop a cycle strategy for the
South West of Exeter local plan allocation. This informed outlined planning applications. A Growth
Deal 3 expression of interest for Exeter cycle routes including a bridge over the A379 at South
West Exeter has been made (see also above)

Car clubs and EV charging points
24. Newton Abbot – 2016
A funding bid was successful to establish two car club bays. Delivery is expected by CoCars in
2016.
Completed
25. Exe Estuary – COMPLETED
The Exe Estuary Trail has been completed and LSTF funding is being used to promote this route as a
recreational, tourism and commuter route. Further improvements are being explored on the Powderham
– Starcross section and to deal with local concerns about parking associated with the trail.

13. A38 Drumbridges roundabout – COMPLETED:
Government funded scheme to increase capacity of roundabout and incorporate a new bridge and paths
for cyclists and pedestrians that link into A382 road widening and parallel cycle path.

14. A38 Splatford Split – COMPLETED
A highways improvement scheme for which details are available at
www.highways.gov.uk/roads/road-projects/a38-a380-splatford-split-additional-lane. Negotiations were
undertaken to deliver additional benefits for cyclists. Contractors will clear back vegetation and
make repairs to ensure the existing path is safe. Funding is being sought for more extensive
improvements.

15. Granite and Gears bid / Stover trail – COMPLETED:
• Bovey Tracey to Newton Abbot including A38 bridge; a bridge over the A38 for horses as well as
cyclists and pedestrians was completed in July 2015 alongside a trail between BT and NA. An
official opening event on the 18th July 2015 was well attended. Interpretation, seating, informal
play and cycle parking are all being investigated to enhance this trail.
• Additional funding; DCC were successful with another funding bid to DfT for enhancements to the
original Granite and Gears. DfT’s £675k will be supplemented by £300k of match funding from DCC. In
Teignbridge this delivered family-friendly routes in the National Trust’s Fingle Woods that link to
the Wray Valley Trail and surfacing a link through Stover country Park.

16. LSTF Access to Education (A2E) funding – COMPLETED:
• KS: Strap Lane cycle/ped path connection to realigned B3193. Design work and landowner
negotiations are ongoing. Scheme now complete.

26. Decoy Industrial Estate to SDLR junction – COMPLETED

The major elements of this route have been completed. DCC have reviewed the
route based on local feedback and will seek to resolve issues as part of the Kingskerswell cycle
path improvements.

An offroad route between NA and SDLR junction will also be explored as part of plans for the urban
extension at Wolborough.

27. St Marychurch Rd / Aller Brake Road Junction – COMPLETED
Designs were revised to better accommodate pedestrians and cyclists.
